Chairman of the House of Representatives Committee on Appropriations Abdulmumin Jibrin laid the budget after a brief presentation at plenary.
But the House could not debate the budget after the laying and adoption of the 2016 Appropriations Bill, as it adjourned plenary to honour a member, Musa Baba Owana (Nasarawa/Toto Federal Constituency of Nasarawa State), who died on Thursday.
House of Representatives Speaker Yakubu Dogara, while speaking on the death of the member, said: “Today is a sad day for us, but for the overriding interest of the country, we will take only one item on the order paper, which of course is the 2016 budget and we will adjourn sitting.”
Sources said the House may likely pass the budget today after debating the appropriation bill.
Jibrin, while giving a breakdown of the budget, said it has a total of N6,077,680,000,000, of which, N351,370,000,000 is for statutory transfers and Nl,475,320,000,000 for debt service.
According to him, N2,648,600,000,000 is for Recurrent (Non-Debt) Expenditure, Nl,845,540,000,000 inclusive of Nl57,150,000,000 is for Statutory Transfers and N86,000,000,000, as Interest on Capitalised Loans, is for contribution to the Development Fund for Capital Expenditure for the Year Ending December 31, 2016.
The House had previously on Thursday, December 17, 2015, passed the 2016-2018 Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) of the Federal Government of Nigeria.
It was subsequently transmitted to the Senate for concurrence.
